The Honorable Charles W. Welch ("Chuck") has been a judge for the State of Delaware Court of Common Pleas for Kent County since his appointment in 2000. He is a graduate of the University of Delaware and the Villanova University School of Law. Judge Welch began his practice of law as a Deputy Attorney General in the Delaware Department of Justice, after which he entered private practice with the firm of Twilley, Jones and Feliceangeli, P.A. (later reorganized as Twilley, Street and Braverman, P.A.) in Dover, Delaware. While in private practice during this time, Judge Welch represented the Delaware House Majority Caucus as counsel. He then moved into the insurance industry as in-house counsel for a life and health insurance company where he served as the company's legislative liaison. Immediately preceding his elevation to the Bench, Judge Welch served three terms in the State of Delaware House of Representatives, two of which were as the House Majority Whip, while maintaining a part-time practice with the law firm of Brown, Shiels, Chasanov and Beauregard, P.A., also of Dover, DE. He is a life member of the NRA and a 1998 recipient of NRA-ILA Defender of Freedom Award.
