William (Bill) Ryan is an attorney with the Firearms, Explosives, and Arson Division, Office of Chief Counsel, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). In this role he provides advice and instruction on firearms, explosives, and arson law and regulation for ATF out of the facility located in Martinsburg, WV. Mr. Ryan advises on ATF's import decisions and technical classifications in firearms and explosives, and provides legal assistance to the Firearms Technology Branch, National Firearms Act Branch, National Tracing Center, Federal Firearms and Explosives Licensing Centers, Denial Enforcement and NICS Intelligence Branch, and field offices nationwide. Mr. Ryan has been an ATF attorney for 3 years.
Prior to his service with ATF, Mr. Ryan was an active duty commissioned officer and Judge Advocate in the United States Marine Corps from 2004 through 2009. Mr. Ryan served at Camp Pendleton, California as a civil law officer, criminal prosecutor and as a legal assistance attorney. In 2006 he served a combat tour in Fallujah, Iraq as the Battalion Judge Advocate with 1st Battalion, 1st Marines.
He received Bachelor of Arts degree in 1999, from Binghamton University (NY), and his Juris Doctor in 2003 from Temple University. Originally a seventh generation dairy farmer from upstate New York, Mr. Ryan now lives with his wife and two sons in northern Virginia.
