Paloma A. Capanna, Attorney & Policy Analyst
Paloma is an Attorney and Policy Analyst with a focus on Second Amendment litigation and compliance issues facing manufacturers of firearms and ammunition, dealers, and gun shows. For FFLs, Paloma focuses on ATF compliance, administrative hearings and appeals, advisory opinions, legislative briefing memoranda, written compliance programs, GAP analysis, and employee training. Paloma also represents FFL clients in Second Amendment litigation in federal and state courts. Among her current projects are an Amicus Brief to SCOTUS in U.S. v. Castleman and a law review article on the problem with the Heller “common usage” standard. Paloma has represented clients in civil litigation at the trial and appellate level in New York for more than 20-years. Her practice is based in Webster, NY. Paloma is in her first season as a year-round biathlete, and she also enjoys doing triathlons.
