Ms. Fanny L. Haslebacher is Assistant General Counsel of the Access Integrity Unit in the F.B.I.'s Office of The General Counsel, specializing in issues relating to the National Instant Criminal Background Check System and the Brady Handgun Violence Prevention Act. Prior to joining the FBI, Ms. Haslebacher served as Chief Legislative Counsel for the American Medical Association, and as General Counsel for the West Virginia Medical Institute, a peer-review organization engaged in investigating Medicare/Medicaid and other physican fraud and abuse. Ms. Haslebacher was a Law Clerk to U.S. District Judge Dennis R. Knapp of the Southern District of West Virginia. She holds a B.A. (cum laude) and a J.D. from West Virginia University.
