William L. Finch, ESQ.

BA - University of Richmond 1970; JD - George Washington University 1973; commissioned in the United States Army and served twenty years in the Army Judge Advocate General's Corps chiefly as a prosecutor and fraud advisor. Following his Army service from 1990 to 1997, Mr. Finch prosecuted criminal fraud cases in the Fraud Section, Department of Justice. He then joined the U.S. Air Force, Office of General Counsel, as the principal counsel to its Office of Contractor Responsibility. From 2001 to 2005, he served as Associate General Counsel with the U.S. Postal Service, Office of the Inspector General, providing legal guidance to contract fraud investigations. In 2005, Mr. Finch joined the FBI Office of the General Counsel where he is counsel to the National Instant Criminal Background Check System (NICS).
